The challenge
Politics is, among other things, an exercise in arithmetic. Winning requires assembling enough of the right people around a common purpose — and keeping them together long enough to accomplish something. That's easier said than done, particularly when the interests, priorities and motivations of the participants don't naturally align.
The approach
ORSO brings experience building coalitions and directing campaigns at every scale. Statewide, we helped establish the New California Coalition, bringing together business, civic and community organizations around a pro-growth agenda for California's economic future. The result is a network spanning all 13 of the state's economic regions, representing a remarkably diverse collection of interests united by a common belief that California can—and must—do better.
In San Francisco, Frank directed the final campaign to establish the city’s largest community benefit district in the heart of the Financial District, overcoming the challenges of organizing property owners and other stakeholders around a shared investment in the neighborhood's future. In Hayward, he led the public education effort for Measure C, helping make the case for a major, long-term investment in essential city services and landmark facilities.

The impact
Three campaigns, three very different measures of success: a statewide coalition of more than 1,000 partner organizations; a new downtown institution generating approximately $4 million annually for public safety, streetscape improvements and economic vitality; and a successful Hayward revenue measure providing approximately $10 million a year for municipal services and facilities, including a new library that won the AIA's 2024 COTE Top Ten Award, a downtown heritage park, and multiple fire stations. Different constituencies, different objectives, same underlying discipline: finding common ground and turning it into consequential action.
